Modem power level - Modems

When Comcast says "your signal strength is low, powercycle modem" are they looking at Downstream Power Level?

I see on my modem html bellman that there is a "downstream power level." Is this the same level Comcast reps are looking at when they say that my "signal level is absolutely low" ?

What is an acceptable signal level?

The other atone for -15 to +15... is plain wrong, even before the switch... and it MAY be distinguishable in your state, here in AR it is +12 to -8, and yes, this is downstream.

Upstream or Pass levels should be +38 to +54...
