How do you solve a problem with modem not connecting because "modem being used by another application"?

The mind-boggler is with my ZTE USB 3G/GPRS flash modem. It does not connect to my modem because it is being used by another operation. Apparently there's no other application using my modem - under my knowledge.
Tried reinstalling the software, system return, reinstalling

it is a pigtail n play modem , either on a plan or prepaid, suggest you uninstall, reboot PC then reinstall, possibly a system restore before reinstalling? How is the credit if prepaid? How can it connect to a modem it is the modem? No sine qua non to reformat, just take a deep
