Is my cable modem going out or is my cable company messing with my service?

I have a Motorola line modem...has 6 lights...power, receive, send, online, pc/vim, and standby...of course when everything is working right only the standby button is unlit...

Mine was doing the same things so I bought my own Motorola modem and turned the Surfboard back in. Certify didn't want me to do this because they loose the ability to control/cap your account. My quickness went from 3mbs to 4.5mbs after the change.
