What is the purpose of the extra initialization commands for the modem?

I had hold back dial up and went to tech support they gave me a jurisprudence to add to the extra initalization commands text and my speed went from 22.8 kbps to 115 for a big time then I had a problem with frequent disconnection so I contacted tech carry was given a new code

The modem statement of meaning supplies commands to configure the modem to dial, accept connections, and disunite. It also tells the DIAL device how the modem is configured and what result codes to envisage from the modem.
