Is there a great difference between the standard canon EF lenses compared to the L range.?

I am looking to buy a mid array zoom with IS for the Canon 350D, is it worth spending the extra affluent to buy the 24-105L f4 compared to the 28-135 f3.5-4.4 which is 1/2 the value. I have been using the standard kit EF18-55, along with a EF75-300 f4.5-5.6. I am happy with the
