Both green lights turn on on my quick charge kit and starts blinking red when I connect a battery. Why?

Quick commission kit for what? Xbox 360, PS3, what? Newsflash, most things today here in America are made in China. My 32'' TV was made in China, my Xbox 360 was made in China, so I don't believe it does that just because it was made in China.
